Doogie is smarter because his intelligence saved lives. He dealt with pressure that Sheldon never had to deal with. Doogie also had to perform on a daily basis and was testing constantly.
Sheldon is smarter because people like Sheldon are rarer than Doogie, also people like Sheldon are surrounded by some of the most smartest people in the world. Although Doogie is Smart Sheldon's  type of smarts is a rarer form of smart.

You should vote for Doogie because not only was he smart, but he proved that he was smart, which Sheldon never did. Doogie made intelligent decides in split seconds and Sheldon can't even enter a room without knocking three times. Vote for Doogie!
You should vote for Sheldon because Sheldon constantly proves he is smart by the people he is around with admitting he is smart. Even though his circle of friends is bright, they have said even when Sheldon is drunk he is still smarter then all of them
